We attach Community Energy England's submission to this consultation.

People and communities must be at the heart of energy, climate change and recovery policies.

Since everything is a subset of the environment we have included social, community and justice considerations. Despite the fact that solving climate change is of primal, existential importance now, if we do not put people, justice and equalities as well as environmental protection at the heart of the transformation the changes will not endure or ultimately be worth having.

Without the consent and active participation of the wider public we will fail to achieve the transformation necessary to solve climate change and bring about a better, greener, fairer future.

Please read our responses to the first 3 questions in the consulation attached. It is only 1221 words.

Our Parliamentary Briefing (very brief) explaining why community energy is essential to achieving net-zero and how it should be enabled to fulfill its potential as people's powerhouse of the energy transition, is at http://bit.ly/CEEbriefing
